From Wilmington, Philadelphia or other points north to Dover office:

Take I-95 South to exit for Route 1 (Christiana Mall/Dover/Delaware Beaches). Take Route 1 south to Exit 104 (North Dover). Turn left at the light onto U.S. 13 South from the exit ramp. Pass Dover Mall on the left, Delaware State University on the right, Dover Downs complex on on the left. Get in the right lane and bear right as you pass the Delaware Agricultural Museum onto State Street. Continue through first traffic light, across bridge over Silver Lake and turn tight at next traffic light onto Walker Road. At the next light, turn right again onto Silver Lake Boulevard. You will see signs leading you to the Insurance Department at this point. Turn right into the first parking lot off Silver Lake Boulevard and drive straight between the two buildings until you must turn right or left. Turn left and the Insurance Department is in the second building to the left (#841 Rodney Building).

From downstate Delaware or other points south to Dover office:

From Route 1/U.S. 113, take the exit for Dover and U.S. 113 North at the Dover Air Force Base. From U.S. 13, follow to merge with U.S. 113 North (Target will be on your right). Continue on U.S.13/113 North until you see K-Mart on the right and move to left lane. Watch for the Fairfield Inn & Suites on the right and Kirby & Holloway's Family Restaurant on the left. When you see the Fairfield Inn & Suites and Kirby's, merge into the left lane to turn left onto Lepore Drive (this will take you alongside Kirby & Holloway). Turn left at the first traffic light onto State Street. Cross over Silver Lake, stay in the right lane, and turn right at traffic light onto Walker Road. At the next light, turn right again onto Silver Lake Boulevard. You will see signs leading you to the Insurance Department at this point. Turn right into the first parking lot off Silver Lake Boulevard and drive straight between the two buildings until you must turn right or left. Turn left and the Insurance Department is in the second building to the left  (#841 Rodney Building).

From Washington, D.C., Annapolis, the Chesapeake Bay Bridge or other points west to Dover office:

Take Route 50/301 over the Chesapeake Bay Bridge. Follow 301 until the intersection of 301 and 302. Turn right onto Route 302 and follow until you reach Templeville, MD. Turn right in Templeville (should be well-marked with signs pointing toward Dover) onto Route 454. Follow this road through Marydel and into Delaware, and the road will turn into Route 8. After entering Dover on Route 8, turn left onto Saulsbury Road/Route 15 intersection. Follow Saulsbury Road to first traffic light and turn right onto Walker Road. On Walker Road, turn left at the second traffic light onto Silver Lake Boulevard. You will see signs leading you to the Insurance Department at this point. Turn right into the first parking lot off Silver Lake Boulevard and drive straight between the two buildings until you must turn right or left. Turn left and the Insurance Dept. is in the second building to the left  (#841 Rodney Building).
